When the Department of Health and Human Services issued a final rule on August 3, it included a detail many people could miss. The agency had used a large language model to make an initial scan of the public comments.
HHS received 60 submissions on proposed changes to family-violence prevention service rules. Fifty-seven were unique and three were duplicates. According to the final rule, the model scanned the comments for content, sentiment, and language. Content experts analyzed and refined its output. Staff from the Office of Family Violence Prevention and Services then reviewed every comment to determine whether each person supported or opposed the proposed policies.
The agency also said all comments informed development of the final rule.
This is one disclosed example of AI entering a basic part of civic life. You write to the government. A machine may help sort what you wrote before a person finishes the review.
Keep the lived detail
The disclosure leaves some useful questions unanswered. The rule does not name the model, version, vendor, prompt, error checks, privacy controls, or disagreements between staff and the AI output. It also does not say whether the machine analysis changed any policy decision.
That missing detail matters more than a vague statement that AI was used. People need to know what job the model had, what humans checked, what was corrected, and whether its output affected the result.
If you submit a public comment, resist the urge to sound like a lawyer or write for a machine. Lead with one concrete fact from your experience. Then state the exact change you want the agency to make. That gives the human reviewer something specific to carry forward, even if software helps with the first sorting pass.
And when an agency discloses AI-assisted review, ask four questions: What was the model allowed to do? Did staff read every submission? Where did people and the model disagree? Did the AI output change the final decision?
Those answers would turn a one-line disclosure into a useful public record.
